Background: In the 1980s, the City of Eugene was growing westward. City planners did not realize that the wet prairies were considered wetlands under federal regulations, but in 1987 the federal government classified this area as legally protected wetlands. State and Federal wetland laws restrict the filling of wetlands without mitigation. As a result, industrial development that had been planned for the area became much more difficult.
