Based on research including four best practice studies, the white paper proposes a framework for MPOs and partners to use to integrate health into metropolitan area transportation planning.

A Study about MPOs Formed Subsequent

This page contains a series of case studies about the administrative, policy, and technical development of  Metropolitan Planning Organizations (MPOs) that were designated subsequent to the 1990 Census.  Just as the 1990 Census resulted in the designation of new urbanized areas (UZAs), which prompted the need to establish MPOs, new UZAs were defined by the 2000 Census.

A Study about Building Technical Capacity for Improved Tribal Consultation and Communication

Overview:~ Consultation between the Arizona Department of Transportation (ADOT) and tribal governments in transportation planning has been advancing due to coordination and information sharing efforts being initiated both by ADOT and the Inter Tribal Council of Arizona (ITCA), an association of 19 member tribes. These organizations have been instrumental at building the technical capacity of state transportation planners and tribal members to undertake effective consultations within the transportation planning process. Both ADOT and ITCA have established staff positions to focus on improving state-tribal coordination and have developed internal mechanisms to facilitate communication.

Background:~ Arizona has the third largest American Indian population in the country, following California and Oklahoma. There are 22 Federally recognized Indian tribes in the State, which comprise approximately 5 percent of the total State population. The tribes are characterized by extreme differences in both tribal land holdings and population. For example, while the Navajo Nation had just over 100,000 people living on its land within Arizona, the Fort Yuma-Quechan Reservation had just 36, and four tribes had a population of less than 200 in 2000. Case Study about Metropolitan and Rural Transportation Planning: Regional Collaboration

MPOs serve as the lead transportation planning organizations for areas with a population of 50,000 or more. MPOs are required by federal law to plan for regionally significant transportation projects, manage and mitigate mobile source emissions, and provide other valuable transportation services to their local government partners. Of the existing national network of 385 MPOs, about half are administered or staffed by a regional planning organization, with the remaining MPOs operated within a state, county or city planning office or by a stand-alone nonprofit entity.

Case Study on Rural Transportation Planning

RPOs are voluntary regional transportation planning entities that facilitate the input and participation of local government officials serving areas below 50,000 population in the statewide transportation planning process in many states. Depending on state and local needs, RPOs often work with state and local officials to identify and prioritize transportation project needs on a regional basis, provide technical assistance to local officials, and assist state transportation officials with public outreach and coordination. Identifying effective strategies for maximizing planning capacity and organizational efficiency has become a challenge for MPOs across the country. This research report documents how MPOs have structured their organizations and allocated staff resources.

A core function of MPOs is to establish and manage a fair and impartial setting for effective transportation decision making in an urbanized area. To receive federal transportation funding, any project in an urbanized area must emerge from the relevant MPO and state department of transportation planning process.

Introduction:~ The Tools of the Mind project began as a search for tools to support the cognitive development of young children. We ended up focusing on the development of a number of teaching tools to scaffold early learning and a unique method of training teachers in how to use these tools. On the basis of the Vygotskian approach, we created a series of tools or strategies to support the development of early literacy, including meta-cognitive and meta-linguistic skills as well as other foundational literacy skills. The results of an empirical evaluation of the project revealed that the strategies had a positive effect on literacy achievement in young children. Keep reading…

Executive Summary:~ Oil and gas exploration and production within the Rocky Mountain region is experiencing rapid growth. The environmental implications of these and other energy production activities are a major area of focus for the U.S. Environmental Protection Agency (EPA). Headquartered in Denver, Colorado, the EPA regional office (Region 8) partners with other federal agencies, state agencies, and Tribal governments to provideprimary environmental oversight of oil and gas activities in Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming. In addition, EPA’s national partnership with the Interstate Oil and Gas Compact Commission (IOGCC) is integral to continued communications, coordination, and collaboration regarding environmental oversight of oil and gas production.
